Make use of Releases feature

The distribution teams' primary products are Omnibus GitLab & GitLab Helm Chart. Neither of these projects are actively making use of the Releases feature of GitLab.

In line with our mandate for dogfooding, we should look to expand release-tools & related scripting to automate the publishing of artifacts and changelogs related to tags upon these projects.

The %11.7 release of GitLab introduced the new releases page feature (https://gitlab.com/gitlab-org/gitlab-ce/issues/41766)
