Automatically gather contributor feedback in an issue

Proposal

In order to take contributors feedback in account and make sure the contribution experience improves over time, we could do the following:

• Gather feedback on issues from the @gitlab-bot feedback reactive command in an issue
• Sum up the 👍 / 👎 in the issue as well
