Uses project PAT for GitLab client

Leonardo da Rosa requested to merge 50-uses-pat-for-gitlab-api-when-available into master

The Database testing project is now capable of running migrations for gitlab-org/security/gitlab. To post the note results, GitLab API client should use the same PAT used for fetching the repo.

If PAT is configured for upstream project, use it instead of the default token.
