Fix link to migration timing guidelines

We used to link to https://docs.gitlab.com/ee/development/database_review.html#timing-guidelines-for-migrations, but that was consolidated with https://docs.gitlab.com/ee/development/migration_style_guide.html#how-long-a-migration-should-take, so I'm replacing the link in the notifier.
