What does this do?

Updates the Internal GitLab Submission template to use more modern and relevant GitLab version numbers.

Uses letter variables for minor and major version numbers as these frequently change.

Minimize the amount of manual corrections required when CVE issues are created via importing h1 reports.

We only backport 2 minor releases back, so the "fixed versions" will be 16.X/Y/Z for the next 10 months.
