Problem to Solve
Customers are not aware if they have been automatically enrolled in QSR as noted in the following zendesk ticket and in the slack discussion with the fulfillment team
I propose that we add a notification in the notification card within customers.gitlab.com which informs the customer whether or not they are enrolled in QSR and includes a link to the GitLab Docs QSR section

All customers who have access to the customers portal

Customers are provided with a transparent means of identifying if they are enrolled in QSR.

Add some text (along with a link to the docs) that will inform customer of QSR enrollment.
