Customers receiving "No GitLab Credits Remain" message when on-demand billing is enabled or monthly commit purchased

Problem

Customers are receiving the No GitLab Credits remain UI in Agentic Chat, Issue to MR flow, and IDE despite having enabled on-demand billing terms.
