Omnibus installer recipe

Kennon Kwok requested to merge kennonkwok/cookbook-gitlab:omnibus-installer into master

For faster installs, grab omnibus packages for the platform_family, install, run gitlab-ctl reconfigure.
Also added test-kitchen bits since this install goes fast enough to make it reasonable to run (<5min). TODOS: pass attributes to chef-solo used by gitlab-ctl, expose omnibus option as attribute.
