test: fix PreImport_Retry expected migration_error

Should fix the pipeline failing on the main branch

I think this is due to !958 (merged), specifically here (https://gitlab.com/gitlab-org/container-registry/-/blob/master/registry/handlers/import.go#L599) is using importErr instead of multiErrs
