fix: revert enable PostgreSQL pageinspect extension

The schema migration introduced in !813 (merged) must be reverted as installing extensions require superuser permissions in some clusters. This has caused the deployment of v3.18.0 to fail, see gitlab-com/gl-infra/k8s-workloads/gitlab-com!1397 (comment 761053524).
