feat(api): bump rename sub-repository limit from 1000 to 2000

Performance data shows renames at ~1k repositories complete in ~100ms, well within acceptable bounds. Increasing the limit unblocks projects that exceeded the old threshold due to stale/pending-delete repository records not being counted by the public API but still present in the registry database.
