feat(handlers): repair bad lockfile states when enforcement is disabled
What does this MR do?
Repairs inconsistent lockfile states caused by REGISTRY_FF_ENFORCE_LOCKFILES misuse. When the flag was disabled (default), lockfiles weren't managed at all, leaving many instances with incorrect states after metadata database migration.
Fixes:
- When
filesystem-in-uselockfile exists but shouldn't (post-import) - When
filesystem-in-uselockfile is missing but should exist - When both lockfiles are present, deletes the "extra" lockfile based on the configuration.
Context: The feature flag was incorrectly placed, causing early returns that prevented lockfile management entirely. This left migrated instances with filesystem-in-use still present and database-in-use missing—the opposite of intended state.
All of these fixes only happen when the feature flag is disabled, as that's the only time these lockfile mismanagement bugs can occur. If the user has enabled this feature flag already, they either have good lockfile states or have manually repaired them.

MR contains database changes including schema/background migrations:
- Do not include code that depends on the schema migrations in the same commit. Split the MR into two or more.
- Do not include code that depends on background migrations in the same release.
- Manually run up and down migrations in a postgres.ai production database clone and add a link for the query plan(s) to the MR.

Add a section to the MR description that includes the following details:
- The reasoning behind why a release containing the presented MR can not be rolled back (e.g. schema migrations or changes to the FS structure)
- Detailed steps to revert/disable a feature introduced by the same change where a migration cannot be rolled back. (note: ideally MRs containing schema migrations should not contain feature changes.)
- Ensure this MR does not add code that depends on these changes that cannot be rolled back.
