refactor: refactor usage of pseudo-random generator in tests p2
What does this MR do?
This MR is the third in the series of MRs that refactor how we use pseudo-random number generators in our code. It continues the refactoring of the use of math/rand to use v2, including the v2s RNG ChaCha8.
The math/rand package was deprecated, and math/rand/v2 is almost 4 times faster than crypt/rand, never returns error (simpler tests), and never runs out of entropy. ChaCha8 rng is indistinguishable from crypt/rand for testing purposes as per https://github.com/golang/go/issues/70790#issuecomment-2541647687 The tests themselves are going to be fully reproducible locally as well, due to the fact that now the seed used to initialize the RNG is logged during the CI run, so that we can re-create the test locally with exactly the same blobs.
