fix: implement proper shutdown for App, fix goroutine leaks

What does this MR do?

While working on #921 (closed) I noticed that we are leaking goroutines which leads to tests panicking once more verbose logging was enabled.

This MR adds proper shutdown of Broadcaster object into GracefullShutdown method of the App object.

  • database changes including schema migrations:
