feat(azure)!: default trimlegacyrootprefix to true

This is the first part of a 2 part MR for #854 (closed)

In this MR we set the existing trimlegacyrootprefix config to default to true when not specified, In a proceeding MR we will introduce the legacyrootprefix option which will work with the existing trimlegacyrootprefix as discussed in: #854 (comment 1359166507)
