ci: add new job to cut release

This MR adds new jobs to the CI release stage that allows us to preview (dry-run) and trigger (cut) new releases with semantic-release. Maintainers have been issuing these commands manually from their local machines when wanting to cut a new release. This MR is part of an attempt to remove the need for maintainers to have to do so.
