ci: switch the changelog access endpoint

While releasing v3.63.0 the release-issue job has failed as it tried to use the $CI_JOB_TOKEN to access the Tags endpoint. This endpoint is not available for the token, and an alternative is to use the Releases endpoint to fetch the changelog.
