refactor: start registry in either database or filesystem mode
Context
We are now free to replace the context based useDatabase
and writeFSMetadata
entirely since this is no longer something that can change from request to request, but rather something that is determined once globally from reading the configuration.
This is nice because we're now in one state or the other, and there's no need to have two bools for that. So, I think this would be a good follow-up issue since these two context-based values are spread around the codebase somewhat widely.
Solution
Remove traces of useDatabase
and writeFSMetadata
and start the registry in either mode instead of handling on a per-request basis.
