Send request to resolve vulnerabilities for all UUIDs

Alan (Maciej) Paruszewski requested to merge 364394-resolve-vulnerabilities-for-all-uuids into master

In gitlab-org/gitlab#364394 (closed) we have investigated that we need to collect all reports and UUID for vulnerabilities created for all workloads before sending request to mark undetected vulnerabilities as resolved. This MR changes this behavior as currently we were performing request to resolve vulnerabilities for each report.
