Create a helm chart for gitlab agent
Alpha creation of a Helm chart to match the output of kustomize at present. Requires a lot of work before merging.
Current usage allows helm template --set token=$GITLAB_AGENT_TOKEN . to avoid writing token to files. Something similar can be carried out using the helm provider in terraform (untested currently)
