Support TLS for direct websocket connections in Omnibus

Follow up for #217 (closed) to enable the functionality in Omnibus.

This is only required for Omnibus (and not the Helm chart) because it contains a validation specific to this condition, added in gitlab-org/omnibus-gitlab!5852 (merged).
