feat: Upgrade helmfile to 0.94.1

This allows us to start using Helmfile DAG support

Helmfile seems pretty good at ensure backwards compatibility..

Note that we will try our best to document any backward incompatibility. And in reality, helmfile had no breaking change for a year or so.
