Bump helm image to use kubectl 1.26

What does this MR do?

Does some dependency updates

It also simplifies the test matrix to the minimal and maximal version that we support. This is what we do on the auto-deploy-image, and I believe it's enough to guarantee we're catching breaking changes between versions.

Updates

  • K3s test cluster to use 1.26
  • Helm to 3.10.3
  • Kubectl to 1.26.0
  • Node version to the latest LTS 18
