Draft: feat: port cluster-applications to Helm 3

What does this MR do?

Still very much a draft

Ports cluster-applications to Helm 3. It is a breaking change, releases will need to be ported over using helm-2to3 before using this version of the image.

Note: This MR targets the newly created beta branch. Since the commit message body includes BREAKING CHANGE, a merge will result in the tag v1.0.0-beta.1 getting created (see semantic-release pre-releases).
