Update Cilium to 1.8.0

What does this MR do?

Release has breaking changes but upgrade path is well defined: https://docs.cilium.io/en/v1.8/install/upgrade/#current-release-required-changes

Important changes:

• Hubble was merged into cilium, we no longer need a separate release for it
• Audit patch is included into this release so we no longer need custom gitlab builds

I have also cleaned some restart workaround that were previously necessary.
