Update dependencies for Kubernetes 1.27

Context

The investigation issue for 1.27: Investigate Kubernetes 1.27 support (gitlab-org/gitlab#406711 - closed)

Proposal

• Upgrade the k3s version in test.gitlab-ci.yml (example MR !318 (merged))
• Update the HELM_INSTALL_IMAGE_VERSION (https://gitlab.com/gitlab-org/cluster-integration/auto-deploy-image/-/blob/master/.gitlab-ci.yml#L11) to use the new image from helm-install-image#17 (closed)
  • note: HELM_INSTALL_IMAGE_VERSION is used in the Dockerfile
• Testing: In the GitLab project, bump the auto-deploy image in the Auto Deploy job template. Test Auto Deploy. (Example test: gitlab-org/gitlab#385388 (comment 1320023476))
