Bump KUBECTL and test-utils/k3s-gitlab-ci version to 1.27

Proposal

bump KUBECTL version used in .gitlab-ci.yml
bump test-utils/k3s-gitlab-ci version used in gitlab-ci.yml
update documentation
verify that the new helm-install-image using Kubernetes 1.27 is in the Container Registry (registry.gitlab.com)
