ci: add appsec-container-scan utility

When using the API, we also need to wait for results and then download the artifact. This is not fun in POSIX shell, so I wrote a small ruby script.

Merges into !86 (merged) if good. I just wanted freedom to iterate over here without messing up Vitor's branch.
