fix: Pin docker version on 24.0.6 to fix pipeline and bump node

It looks like our pipelines brake after 24.0.6. See this issue for reference: #75 (closed)

Additionally, I"m bumping the node version to Node 20 as this is the new required minimum for the gitlab semantic release package.
