Draft: ci: Drop Elixir buildpack test in favor of Go

Our master pipeline is broken, and we've been having multiple problems with the Elixir buildpack. Since we don't understand much about Elixir to fix it, I'm migrating this test to Go. This is a reasonable trade-off as we also don't have a buildpack test for Go. But the main purpose of this test is not to test the buildpack upstream, but to test the BUILDPACK_URL feature.
