Fix v1beta1 certmanager import in tests

This resolves a dependency API version conflict introduced by the merges of https://gitlab.com/gitlab-org/gl-openshift/gitlab-operator/-/merge_requests/60 and https://gitlab.com/gitlab-org/gl-openshift/gitlab-operator/-/merge_requests/80.
