Extends the Shared Secrets Job timeout as a temporary workaround for gitlab-org/charts/gitlab#3201 (closed).

This was technically fixed in gitlab-org/charts/gitlab!2486 (merged), but we're waiting on a release tag to include this change for the image to be available on both dev and .com.

Once that image tag is available, we should be able to revert this change.
