Add OpenShift 4.9 jobs

This MR adds 4.9 jobs to the pipeline.

Two related MRs that may need to be merged prior to this one:

• gitlab-org/distribution/infrastructure/openshift-provisioning!7
• gitlab-org/distribution/infrastructure/openshift-provisioning!6

so as to have clean setup without any additional steps as it was with ocp-ci-4917 cluster setup

Acceptance criteria

• Pipeline is green on .com
• Pipeline is green on dev
