Resolve "Bring manifest consumption in CI process in-line with user documentation"

Changes

  • Builds generic/release manifest and the environment manifests from the same base configuration, just different namespace/suffix/prefix
  • Ensures all resources are deleted (including cluster-scoped objects) because we delete the manifest itself, which includes all of those objects
