Add job to run issue-bot

Adds job to run https://gitlab.com/gitlab-org/distribution/issue-bot when CI fails on the default branch (currently master).

Closes #232 (moved)

• Identify service account/bot to use for automation (will use project access token)
• @WarheadsSE Create project access token with api scope
• @WarheadsSE Add API token to Operator project's CI variables as ISSUE_BOT_API_TOKEN
• Validate that issue is created as expected (one follow-up item in #238 (closed) and one in gitlab-org/distribution/issue-bot#2 (closed))
