Run tests on OpenShift 4.7 CI cluster

Updates our scripts to launch OpenShift 4.7 clusters in GKE, alongside the existing 4.6 clusters.

The scope of this MR includes launching a new 4.7 cluster and configuring CI to run functional and QA suite on said cluster.
