Changes to convert certificates image to be based on ubi8-micro

What does this MR do?

Makes changes to the Dockerfile.ubi8 file so that the final certificates image is based on ubi8-micro instead of ubi8-minimal. Since the certificates image uses the gitlab-base image as its base image and the gitlab-base image has already been converted to be based on ubi8-micro then only the permissions applied by the image were changed. This MR changed permissions to allow write access to selected directories for the non-root user.
