Create gitlab-base image from ubi8-micro
What does this MR do?
This MR switches the base image from ubi8-minimal to ubi8-micro.

When ready for review, MR is labeled "~workflow::ready for review" per the Distribution MR workflow
The pipeline fails as some stages expect micro-dnf to be available. These need to be modified.
