What does this MR do and why?

Initializes 18-9-stable for GitLab 18.9 (SM) backports:

  • Chart version: 3.8.1 → 3.9.0
  • zoekt image: v1.8.0 → v1.8.2 (includes force-push fix and schemaVersion bump)
  • Removed Ruby version pin from Gemfile (3.3.10) to fix test:spec CI failures on newer runners
  • Updated .gitlab-ci.yml from main to add CS_IMAGE and GIT_STRATEGY to container_scanning and fix kubesec-sast permission error
