NGINX: Bump NGINX Ingress Controller to 1.11.5

Summary

• [Big commit] Pulls changes from controller-v1.11.5 upstream tag and resolve conflicts: 427d72ff
  • All the conflicts were documented and explained in https://gitlab.com/gitlab-org/cloud-native/charts/gitlab-ingress-nginx/-/issues/23+.
• Clean up old build files. Previously the upstream repo (and us), were building multiple nginx versions. Now there's only one to care about.
