What does this MR do and why?

Cleanup Anthropic proxy service definition:
Remove UPs that are no longer use this endpoint.

Unlike Generate service for `summarize_issue_discussions` (!183 - merged) and Ensure having `generate_issue_description` service (!182 - merged), this MR is not blocking our further Token refactoring - it is simply a clean up. Therefore these changes bundled in a separate MR.
