docs: fix dead handbook and docs links in contributor docs

Description

Seven links in the contributor and maintainer docs point to pages that moved. The handbook links return 404, the release docs link redirects to the root of the release/docs repository, and two docs.gitlab.com links use anchors that no longer exist on the page. This MR points each one at the current page. Only URLs change.

Each new page covers the same topic as the old link: the Access Requests page, the Issue Triage page with its Severity section, the Application Vulnerability Management Procedure with its "Vulnerability vs. Feature vs. Bug?" section, the release docs engineer guide (developer.md was renamed to engineer.md in release/docs@6f229680), the CLI style guide Deprecations section, and the Recommend Reviewers flow section.

No CLI command docs change, so make gen-docs is not needed.

How was this checked?
