refactor(cluster): fix stale keyring token-cache comments

Description

Updates the stale comments in getKeyringTokens() in both token_cache/list/list.go and token_cache/clear/clear.go. The comments said the function returns an empty list, but it returns an error that points the user to the --agent flag.

Comment-only change, no behavior change.
