chore: add code owners for glab govern

Description

Gives the AI agent governance team code owners on their own paths, so their approval counts there rather than waiting on a maintainer. Mirrors the arrangement the dependency firewall team already has.

Requested by @nrosandich in !3781 (merged); the group to start with is @nrosandich, @jeanvdw, and @andrew.jung, to be extended as the team grows.

Maintainers stay listed on both patterns, so this adds autonomy without removing maintainer review.

Notes

  • Owners are repeated per pattern because a later pattern replaces the owners of an earlier one rather than adding to them, per the comment at the top of the file.
  • /docs/source/govern/ is placed after /docs/ so it takes precedence for that subtree while keeping @gl-docsteam.
  • Verified all three accounts exist and hold Developer on this project, which CODEOWNERS requires for an entry to apply.
  • The paths themselves land with !3781 (merged), so these entries are inert until that merges. Ordering is deliberate: this can merge first without affecting anything.
