docs: update stale docs.gitlab.com links

Audited every hardcoded https://docs.gitlab.com URL in this repo against the current documentation site structure, and fixed the ones that were unambiguously stale:

  • Removed the /ee/ and /ce/ path prefixes and the .html suffix.
  • Repointed three pages that moved: the members API to /api/group_members/, the project file upload API to /api/project_markdown_uploads/, and personal access token scopes to /security/tokens/access_token_scopes/.
  • Updated five anchors that were renamed or removed on their target pages.

Command help strings and the generated pages under docs/source/ were changed together; make gen-docs produces no further diff.

The Vale configuration under docs/.vale/ is synced from gitlab-org/gitlab, so its stale anchors are not fixed here.
