refactor(df): remove npm-config model

Dependency firewall is changing it's architecture and thus we need to refactor our glab changes.

First MR of the dependency-firewall breakup. Removes the old npm-config/npmrc/registry-config packages (and superseded proxy classify/pkgpath files) so the policy-check model can land additively. No user-facing behavior beyond removing the unreleased df configure command.
