perf(issue): fetch board issues in parallel

Description

This MR implements parallel fetching in view issue board using gouroutines and semaphore pattern to cap the maximum gouroutines spun at a time to 4.

How has this been tested?

No changes in test code , tested manually it sped up board discovery
