docs: updates the issue link for consolidating the CLI tools
Description
The glab duo doc points to an issue that was recently transformed into an epic and moved. This MR updates that link.
A user could follow the threads to get to the epic but I figure it's better to just update the link here. Also, they might click the issue link and see the closed status and not bother to investigate further.
