feat(cluster): Add check manifest usage command

This MR introduces a new command to help gauge the impact of a 17.0 breaking change.

Recommended usage: ./bin/glab cluster agent check_manifest_usage --allow-experimental -g gitlab-group-id/or/path/to/group > agent-check.tsv
