Draft: Add award-emoji subcommands

Description

Add support for award-emoji APIs.

Testing steps:

1. Checkout this branch.
2. Run steps for building from source.
3. glab mr award-emoji -R erran/dotfiles 1 --name smile
4. glab issue award-emoji --repo erran/goals 1 --name smile

NOTE: This is a draft MR - I will be refactoring to support the full award emojis API and adding unit test coverage afterwards.
